Portland's mayor Wheeler said homelessness is his #1 priority in his state of the State address.
I have know idea what his plans are but I'm sure it involves wealth redistribution.

Usually it's from the waste water treatment plants that discharge into both the Sac and Amercian rivers. Most of our plants are only secondary treated, and when they get too much to handle you can guess where the overflow is discharged into.
I go to Anaheim about a dozen times a year for NHL games, and there's a approximately 4 mile long homeless village behind the Honda Center on the river that has an estimated 1000 people living there . The state and county are trying to either close it down and or move them out long
Enough to clean out the debri and sewage contamination along with all the missing rock and structural soil loss that has been ripped up for their use . Any wildlife besides skunks and coons and rats are completely gone from that area and it's expanding daily .
